GENERAL PURPOSE Performs a variety of advanced level technical clerical and complex administrative duties as needed to expedite various support functions, including records maintenance, evidence management, citation processing, terminal access coordination, GRAMA processing and general customer service. Assumes a primary responsibility related to planning, organizing, scheduling and delivering Community Policing/Neighborhood Watch education and training. SUPERVISION RECEIVED Works under the general supervision of a Sergeant. SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS Community Policing/Neighborhood Watch : Organizes various outreach efforts related to community policing and neighborhood watch services; develops power point presentations and delivers training to citizen volunteers; schedules training events and coordinates with community group organizers and leadership; engages in problem-solving related to neighborhood services.Monitors criminal activity reports and organizes statistical materials; creates statistical reports related to agency requirements for Uniform Crime Reporting; makes city council presentations to inform and apprise officials of local crime trends and activities.Maintains and updates Sex Offender Registry; monitors sex offender status and ensures websites are up to date identifying residence of known offenders within the community; communicates with the general public and responds to questions regarding the registry system. Evidence Management : Receives, stores, releases, inventories, controls, disposes and maintains security of a wide variety of property and evidence seized by officers. Maintains records of all property/evidence transactions; initiates inquiries on property and evidence to obtain information on ownership possible release and disposition; handle and responsible for: firearms, narcotics, dangerous drugs, biohazards and large sums of money.Works with Police Investigators to log all evidence, obtain dispositions, obtain evidence destruction orders, and destroy evidence; enter property/evidence into evidence system making sure of proper packaging and labeling. Responsible for the proper disposition of all property and evidence according to policy, laws and court orders; transports destroyed items to proper disposal facility. Responsible for packaging and mailing of evidence (including, but not limited to drugs and biological samples) to state laboratories; receive and reenter into evidence upon its return. Maintain and account for chain of custody; Instructs officers and volunteers in evidence procedures. Takes photos of victims when needed. Transfers drugs and firearms to authorized state agents or other agencies for legal disposal or examination. Disposes of unwanted/non-returnable property such as paraphernalia; prepares unwanted/unclaimed property for transfer to contracted auction agency. Researches, prepares paperwork and forwards to prosecutor's office for approval to return personal property/evidence to citizen upon their request; Responds to inquiries about items from other law enforcement agencies and prosecutorial offices.Provide testimony at legal proceedings related to criminal cases concerning evidence and property; accountability of chain of custody. Communicates with Officers concerning their submissions; responsible for the security and daily routine operations of the evidence room. Performs other duties related to maintaining and accounting for equipment supplies, and other inventory.Logs all subpoenas and document dates and times on calendar; downloads all in-car cameras and burns recordings to CD; prepares follow-up requests for DA's Office i.e. copy of reports, copy of in-car video, photos, and interviews. Records Maintenance : Performs police related customer service to the general public; receives and processes informations, subpoenas, summons, orders-to-show-cause, etc., records final disposition as required, i.e., expungements, etc.; obtains copies of case documents, reports, etc.; receives and processes accident reports; sends and receives various fax documents and distributes as needed; assures proper authorization and documentation; sells copies of police reports as request by the public and deposits revenues with City Treasurer.Follows established processes and procedures to ensure proper distribution of cases to designated offices of authority; directs fact sheets to various county, city and court agencies and offices; determines class of felony or misdemeanor crimes, enters case information into PIMS, UCCH and III Criminal Histories; prepares and distributes case packets containing photos, videos, audio files, etc.; researches UCCH and III criminal histories for enhancements and records of prior convictions.Operates computer as needed to create, maintain and retrieve various law enforcement statistics, accident reports and information; reviews and proofreads reports and maintains various files, documents and records; maintains alpha and numeric files for each file item and updates as needed; compiles statistical data tracking various law enforcement activities and recaps weekly and monthly results; may prepare various state and federal reports showing department activity; processes expungement orders, processes NCIC validations, accesses UCCH files as required, purges arrest records; runs VIN checks as needed; orders and accesses criminal histories, assists with tracking vehicle preventative maintenance schedules.Enters citation information via "Spillman" state law enforcement case management system; maintains accurate, comprehensive records, and update various reports such as incidents, complaints, offenses, etc.; maintains property and criminal history index files; enters report narrative, and involvements (names, vehicle information, property information, etc.); maintains and updates dispositions on each case and computer enters changes.Enters juvenile and adult arrest and citation information; identifies nature of crimes by established categories and classifications; monitors files to assure proper UCR reporting.Assures the proper delivery of documents at various stages of the legal system process; expedites delivery as needed, including internal departmental dissemination; prepares report and citation files for court appearances; distributes court notices to police personnel; receives verification of notice and files appropriate records; performs computer entry of all non-arrest and non-citation reports submitted by officers, such as thefts, malicious injuries, runaways, impounds, missing persons, harassing phone calls, accidents, etc. Citation Processing : Records traffic and misdemeanor citations, types vehicle impound notices, traffic accident reports and in house incident base reports; updates, maintains, processes and submits uniform crime reports (UCR's & NIBR's) to the Utah Bureau of Criminal Identification; locates police reports and makes copies for the officers, public, and attorneys, updates stolen property for (NCIC) National Crime Information Center. Terminal Access Coordinator (TAC) : Serves as Terminal Access Coordinator (TAC); inputs and retrieves criminal information to comply with record keeping requirements; compiles reports showing all court activity for the State Bureau of Criminal Identification; performs various records tracking activities as needed to obtain driver's license information, vehicle registration, Utah Criminal History, NCIC , BCI, out-of-state vehicle registration, driver's license information, NCIC wanted persons, stolen autos, and property checks. GRAMA Requests : Receives, processes and prepares responses to GRAMA requests; reviews requests for eligibility; researches case information and ensures the dissemination of information complies with statute, policy and regulations; logs the dissemination of information actions into Spillman law enforcement software application. DUI Checkpoints/Field Assistance : Assists officers in the field participating in DUI checks; counts vehicles, collects field data for preparation of statistical reports; performs pat-down searches on female suspects. Customer Service: Performs general receptionist duties; provides first-line contact with the general public; responds to complaints and requests for information from the public, departments and outside agencies; receives and routes telephone calls; greets the public and directs to appropriate personnel; responds to questions and disseminates public information; reviews applications for Towing services, including yards, drivers, vehicles, insurance, etc.; updates Spillman records as needed; assists the general public with fingerprinting services; monitors subpoenas and schedules officers for court appearance. MINIMUM QUALIFICATIONS Education and Experience: Graduation from high school; AND Three (3) years of responsible experience performing above or related duties; OR An equivalent combination of education and experience. Knowledge, Skills, and Abilities: Working knowledge of COPs/Community Watch programs; various forensic processes related to evidence, and apply law enforcement and court procedures and relevant regulations and laws pertaining to property and evidence in the custody of the Cottonwood Heights Police Department; modern office practices and procedures; of grammar, spelling and punctuation; of modern filing systems related to alphabetical and numeric files; personal computer operations and various program applications such Windows, Microsoft Office, Excel, PowerPoint, and Microsoft Word, etc.; telephone etiquette, various office machines, i.e., ten key, copy machine, etc.; of legal processes associated with the maintenance of public records and documents; interpersonal communication skills, bookkeeping and basic accounting; administrative procedures; of legal processes associated with the maintenance of public records and documents; interpersonal communication skills, bookkeeping and basic accounting. Skill in use of Telephone, typewriter, computer, calculator, fax and copy machines, postage machine, mobile/base radio, cassette recorder/transcriber, microfilm duplicator, microfiche processor/viewer, binding machine. Ability to work with or near potentially hazardous material using appropriate safety precautions; exercise initiative, independent judgment and to act resourcefully under varying conditions; deal tactfully and courteously with the public, co-workers and representatives of other public agencies. Ability to use standard office machinery such as telephone/fax, personal computer, printer and scanner; to work independently or as part of a team as required; ability to maintain accuracy and attention to detail; to research various files for proper disposition of evidence; and keep data confidential. Special Qualifications: Must be certified within two years as an Evidence Technician by International Association For Property and Evidence. Must be able to type 40 wpm. May be required to be a notary public. Work Environment: Employee(s) of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, involving occasional muscular strain related to walking, standing, stooping, sitting, reaching and lifting. Talking, hearing and seeing required to perform essential functions. Rapid work speed required to perform keyboard operations. Common eye, hand, finger, leg and foot dexterity necessary. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking. Periodic exposure to noxious fumes, human excrement, drugs, dirt, dust, and infectious insects.
