Summary: This Personal Service Contractor (PSC) position is located in the Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Construction, Facility, and Security Management Directorate (CFSM), Office of Construction Management (CM), Construction Support Division (CS), Controls Branch (CON). CM provides management oversight and on-site construction supervision for the Bureau of Overseas Buildings (OBO) worldwide construction programs. Major Duties: As a Budget and Financial Management Specialist assigned to immediate office of the Division Chief of the Construction Support Division of OBO/CFSM/CM/CS. The contractor provides oversight of financial management activities relating to the programs, project and operations of the CFSM/CM/CS in order to provide improvement in CFSM/CM financial management and system of accounting. The duties include but are not limited to the following: Provides oversight of financial management activities relating to the programs, projects and operations of the Office of Construction Management Tracks CFSM/CM budget authorities and conducts quarterly reviews and reconciliation of the expenditure plans with the Office Director. Perform financial analysis of program obligations, cost trends, and variances from project and program fiscal performance. Classifies and records financial transactions in accordance with CFSM/CM operating plans. Reviews financial reporting internal controls, provides training and coordinates drafting of standard operating procedures. Who May Apply: Job Status: Non-Permanent, Temporary, Non-Status Position Duration Appointment: 1 year renewable for up to 4 years Conditions of Employment: Must be a U. S. CitizenIncumbent will be subject to random drug testingRelocations expenses will NOT be paidMust be able to obtain and maintain a Secret security clearance.Overseas travel may be required. Education: At least a bachelor's degree in fields such as business, social science, psychology, or mathematics. Requirements: Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.
