Title: Lead OSW Engineering Management/ManagerWork Location : Boston MASalary: The base salary range for this position is dependent upon experience and location, ranging from $136k to $160k.Summary:The Lead Project Engineer is a key role within the Offshore Renewables Business, focusing on the delivery of large-scale offshore wind projects in the US and overseas.Belonging to the Project Services/Engineering Management (EM) team and reporting to the Senior Engineering Manager or Project Services Director, the individual is responsible to manage the design process of an offshore wind project from origination through feasibility, concept, FEED (Front End Engineering Design), detail design, procurement, manufacturing, installation, commissioning, and handover to operations. This role focuses on providing overall technical coordination, leading design assurance, ensuring compliance with industry standards, meeting project requirements, and maximizing returns on investment throughout the project lifecycle.Throughout the project stages of an offshore wind project, the role of the Engineering Manager evolves to adapt to the changing needs and priorities of each phase. In the early stages, during origination, the focus is on gathering data, identifying constraints, and assessing feasibility. This involves analysing site conditions, environmental factors, and regulatory requirements to determine the project's viability. As the project progresses to the design development phase, the Engineering Manager shifts their focus towards establishing the design basis, ensuring that the project's engineering requirements are clearly defined and aligned with industry standards and then establishes the basic configuration and layout of the windfarm and transmission system. In the subsequent phase of detailed design, the emphasis is on managing interfaces between technical disciplines, coordinating the integration of various components, and refining the design to optimize performance and efficiency. However, during the execution phase, the focus transitions to design assurance, where the Engineering Manager ensures that the project is being manufactured and installed in accordance with the established design requirements and specifications. This involves technical reviews, verification and certification, inspection and testing and resolving any technical issues that may arise during construction and installation, ultimately ensuring the successful realization of the offshore wind project.The individual will be working as part of a global business with activities in many locations across the US and the rest of the world. The position may require some travel to various locations both in the US and overseas, the individual should be capable of coordinating teams working at different project locations. Accountability StatementsOverall Technical Coordination and Design Basis:* Identify, plan, and coordinate technical activities and delivery of technical documents. Manage Engineering Programme.* Coordinate and oversee technical meetings, such as Engineering Meetings, Interface Meetings, Design Reviews, and Technical Committees, to ensure effective planning organisation and review of technical activities.* Implement comprehensive procedures for managing the Project Design Basis to foster a shared comprehension of the fundamental assumptions and site data, thereby facilitating a methodical and well-regulated progression of the overall design process.* Ensure appropriate assessment/due diligence is undertaken to support key project decisions and they are appropriately documented in the project design decision register.* Manage design changes efficiently, balancing adaptability with project stability.Managing Site Engineering (Site Data):* Manage Site Engineering (Site Characteristics, Ground Engineering and GIS) representatives to oversee the collection, analysis, and utilization of site data for informed decision-making throughout the project lifecycle.* Co-ordinate with Technical Disciplines to ensure Data Specifications and Deliverables are incorporated into Scopes of Work and Employer's Requirements.Layout Design and Cable Routing:* Lead the development and optimization of offshore wind project layouts, considering environmental constraints, ground conditions, and operational efficiency.* Manage siting of OFSS (Offshore Substation), landfall, ONSS (Onshore Substation), grid connection point, and cable routing.Overall Electrical Design and System Integration:* Work with Electrical Design Manager (EDM) to oversee and coordinate the overall electrical system design, ensuring reliability, efficiency, and compliance with industry standards.* Establish grid connection points, select suitable overall design configurations, and implement electrical system studies.* Ensure compliance with grid codes, regulations, and industry standards, and oversee the integration of turbines, cables, and transmission systems.Interface Management:* Implement appropriate procedures to manage critical cross-package interfaces and align scope across technical specifications for main contract tenders.* Oversee coordination between various engineering disciplines, contractors, and stakeholders to ensure seamless integration of project components.Design Assurance:* Establish and maintain a rigorous design assurance process to verify that engineering deliverables meet quality and safety standards.* Ensure adherence to project quality and document management procedures by all members of the Engineering team.* Manage the technical authority network, plan and coordinate design reviews, and implement third-party reviews if required.* Coordinate the evaluation of business and project-level requirements, defining key engineering performance metrics.* Review and approve project-wide technical documents, such as technical scopes of work, technical reports and layout drawings.* Conduct thorough review, inspection, and testing of critical elements to ensure compliance and mitigate risks during construction and installation.Design Safety:* Prioritize and enforce safety protocols in the design phase, managing the Design Risk Register.Risk Management and Contingency Planning:* Identify potential risks associated with the overall design or potential challenges during manufacturing, installation and operation and develop contingency plans.Delivering Best Value:* Identify opportunities for value engineering to optimize costs without compromising project integrity, performance, or safety.* Evaluate and recommend innovative solutions to enhance the performance, reliability, and cost-effectiveness of the offshore windfarm and transmission system.* Compile Technical Opportunities Register to capture opportunities for optimization and innovation.Lessons Learnt:* Facilitate a continuous improvement culture by capturing new lessons and applying lessons learned from previous projects to enhance efficiency and mitigate risks.Financial Oversight:* Review and approve engineering budgets, ensuring alignment with project cost control procedures.* Provide budget for Engineering activities in later project phases.Skills, Knowledge & Experience:* Bachelors Degree in a relevant engineering discipline with a higher level degree (e.g. MSc) desirable.* Chartered, PE, or working towards Chartered/PE status (or relevant equivalent). * Experience in managing project certification or providing multidiscipline leadership in an offshore wind project* Extensive experience designing and working in the offshore industry, preferably offshore wind.* Significant experience working in teams involved in large multidisciplinary work packages in international environments.* Pro-active and diligent approach.* Extensive experience in dealing with health and safety and environmental legislation associated with construction, marine and offshore projects.* High degree of competency in future planning. * Proven experience in delivery of large packages/projects, including contract management, programme management, cost and risk control. * Sound relationship management skills and confidence working with Project Directors and Senior Management. * Excellent communication and interpersonal skills.
