Title and Number of Position: Environmental Scientist III PE013 Application Period: 5/8/2024 – 5/22/2024 Salary Range: Grade 10 $65,866.82 - $108,680.26 Division – Section – Unit: ES&C / Technical Analysis and Compliance Shift and Days: Monday – Friday 8:00AM – 3:30PM Location: Providence DUTIES/RESPONSIBILITIES : Assist the TAC Manager and Environmental Science Technical Advisor to oversee and manage complex environmental projects. Serve as team lead among the Environmental Scientists, providing training, coaching, mentorship, and technical review of work. Design, implement, and support monitoring plans/programs that proactively ensure that Narragansett Bay Commission (NBC) wastewater treatment plants, receiving waters and discharges are within permit parameters. Review monitoring data; establish and manage complex data spreadsheets and historical datasets. Prepare data analysis and summary reports; review such work prepared by Environmental Scientists I and II. Keep up to date with regulations, equipment, procedures, industry trends and general literature in the field. Assist with training of Environmental Monitoring staff to keep the program current in the areas noted above. Review data for accuracy and quality assurance/control, establish and manage complex data spreadsheets and historical data summaries, and enter data into computer databases. Analyze data to determine trends, non-compliance, and operational problems. Review current literature, existing and proposed regulations, procedures, equipment, and industry trends. Assist in the development and implementation of new SOPs to reflect these current regulations and/or trends and provide comments and reports of proposed regulations affecting the agency. Responsible for the approval, review, and management of TAC projects resulting in written reports, presentations, or other forms of publications to signify the conclusion or completion of said projects. Support, the design and development of water and wastewater programs, and quality assurance project plans (QAPP), to monitor industrial users, NBC operations, rivers, and Narragansett Bay, to ensure that all EPA and NBC mandates imposed upon the NBC are satisfied. Prepare regulatory documents for submittal including monthly discharge monitoring reports (DMRs) and annual reports. Conduct, technically supervise, and/or assist in field investigations to verify water/wastewater content. Review, modify, SOP’s/QAPP for the receiving water monitoring activities conducted by the Environmental Monitoring Program. Assist with conducting regular quality assurance/quality control (QA/QC) tests and training to ensure procedures are conducted properly. As required, cooperate and coordinate activities and duties with all applicable stakeholders, including federal/state/local regulatory agencies, academic institutions, etc. Attend stakeholder meetings and represent the NBC by giving talks and/or serving on committees. Review, interpret and execute EPA, RIDEM and other agency rules and regulations governing wastewater discharge monitoring and related subjects. Advise NBC management of changing requirements and recommended procedure changes needed to meet new requirements and prepare comments regarding these changes as necessary. Write and present technical and other reports on monitoring procedures, findings, analysis, environmental issues. Assist with identifying potential collaboration opportunities and outside funding opportunities; assist and support efforts to write and submit applications for appropriate grants, funding, or awards. Publish reports, data findings, and treatment plant performance on the NBC websites. Provide technical advice, assistance, and support services to other NBC activities and works closely with other NBC sections. Responsible for project management of a myriad of special and routine projects, including equipment and supply preparation, data review and analysis, final report preparation, as well as project design, development of SOP’s, and development of QAPP’s. Serve as a team lead and liaison between the team and management. Performs other duties as assigned, within skill and experience capabilities. EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS: EDUCATION / EXPERIENCE Must have eight or more years of related experience and graduation from a 4-year technical college degree program (biology, microbiology, chemistry, environmental science, civil/mechanical engineering, etc.) or equivalent. Master’s Degree strongly preferred. JOB KNOWLEDGE, SKILLS, and ABILITIES: Requires a thorough knowledge of scientific methods as they apply to the monitoring of rivers, bays, sewage collection systems, industrial users, and wastewater treatment plants. Previous experience performing professional level environmental science, monitoring and/or engineering duties required. Working knowledge of current Federal, State and Local regulatory requirements as applied to assigned NBC projects and operations. Must be highly proficient in MS word, Excel, GIS, Sigmaplot, and Power Point software programs. R experience is a plus. Excellent verbal and written communication skills required SPECIAL REQUIREMENTS: Must possess a valid motor vehicle operator’s license.
