FI Consulting is looking for a Consultant with business requirement experience, and 3-10 years of professional experience, to help advise our client on an ERP implementation. For more than 22 years, financial institutions in the Federal, private, and public sectors have called on FI Consulting to address complex and high-stakes analytical challenges that are closely scrutinized by executives, auditors, regulators, and stakeholders. We help clients succeed by applying our core strengths in business applications of Data Engineering, Analytics, Modeling, and Business Architecture to gain insight into finances, loans, performance, manage risk, and improve operations. Position Overview: Participate in Joint IPTs such as the Requirements, Test and Evaluation, and Training IPTs, advising the Program Manager and other government staff on their activities. Develop briefing materials and white papers for the Program Manager and other government staff. Provide advice to the Program Manager on program strategy and execution. Assist with the development and maintenance of databases for improved analysis and collaboration. This may include the Risk Register, Integrated Master Schedule, and Financial Dashboards. Identify, elicit, analyze, develop mitigation strategies for, and track all requirement risks related to the CISA FSM Project. Develop Acquisition Lifecycle Framework documentation to support Acquisition Decision Events. This may include: Update Concept of Operations and Operational Requirements Document (ORD) addenda based upon decisions made in the Discovery period as appropriate Support JPMO development of Program Test and Evaluation Master Plan (TEMP), Life Cycle Cost Estimate (LCCE), Cost Estimating Baseline Document based upon approved DHS FSM estimates and updated assumptions based upon decisions made during the Discovery period. Assist in JPMO development of the SELC Tailoring Plan (TP) which captures all necessary systems engineering reviews and artifacts to support the program’s lifecycle and development strategy. Assist in the creation of other SELC documentation, as required. Facilitate the component involvement in Joint SELC Technical Reviews as described in the SELC-TP. Validate and maintain all CISA-specific unique FSM requirements in a Requirements Traceability Matrix (RTM). As necessary, propose changes and additions to the RTM based on technical and programmatic discussions. Validate traceability between Operational Requirements, Functional Requirements, and lower-level System Requirements to developmental test events, integrated test events, and operational testing, ensuring that all requirements are met, per the TEMP. Participate in Discovery/Engagement Sessions with JPMO/ICE Customers/System Integrator/Software Vendor. Ensure that all requirements are met by software solution and all gaps are identified during Discovery Sessions. Review draft Discovery Artifacts (Discovery Report, Gap Register, Best and Final Offer Cost Estimate, etc.) and provide feedback to the Program Manager and other stakeholders. Participate in the analysis, evaluation, configuration, and alignment of ERP software to ensure end-user business requirements and objectives are met. Coordinate with the system integrator to develop user-friendly functionalities and interfaces Manage both scope and end-user requirement changes. Collaborate with stakeholders and other project team members to elicit, document, and clarify stakeholder needs and system requirements Analyze and prioritize business requirements to ensure they are clear, complete, and aligned with the organization's goals. Identify potential conflicts or inconsistencies in requirements and proposed solutions. Manage and verify requirements; capture detailed descriptions of user needs and product functionality; and ensure the project team has clear, consistent, and testable requirements documented in user stories and acceptance criteria. Reconcile conflicts; decompose high-level information into the appropriate level of detail for team members; and participate in peer reviews of requirements documentation. Required Skills: Experience implementing ERP solutions, preferably in government agencies Experience gathering requirements for software development/implementation Good communication skills for interfacing with technical and financial stakeholders Experience with managing client and stakeholder relationships Experience developing and maintaining system lifecycle documentation with applications or operations Ability to facilitate information discovery sessions with business owners and SMEs to extract all appropriate information and context Ability to obtain a public trust clearance Desirable Skills: Familiarity with federal government accounting concepts Experience with project and requirement management software, including Jira Experience collecting and reporting requirements-related metrics Experience with data management or data analysis Experience working with business processes, service delivery, and change control Keys to Success in this Role: Hardworking individual with excellent communication skills, attention to detail, analytical mind, problem-solving aptitude, and strong organization skills who inspires teammates to reach their maximum potential Understand technical standard methodologies to support Agile development Passionate to learn new technologies and strives towards multi-functional development Experience in Agile Development as a business systems analyst, business process analyst, program analyst (or similar) experience is helpful Understand the relationship between a Product Owner, Scrum Master, and the rest of the team Experience in Modern Delivery is a plus Additional Requirements: Authorized to work in the United States as a US Citizen.
