Every day is a new opportunity for professional fulfillment at Acquisition Experts. *** ANTICIPATED POSITION WITH A SEPTEMBER 2024 START *** Job Summary We are seeking a Senior Contract Specialist II for a full-time, 100% remote work environment position with a Federal customer in Washington, D.C. The selected candidate will provide significant support to Government-led procurement teams to acquire products and services. The selected candidate will have eight (8) years of work experience and one (1) year of GS-14 or equivalent experience. The selected candidate will also have a minimum of 24 credit hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations & management. Responsibilities and Duties Mastery knowledge of contracting principles, laws, statutes, E.O.s, regulations, & procedures in pre- and post-award actions sufficient to procure and/or administer contracts for a variety of supplies, services, and or/construction and mastery of the above sufficient to conduct studies of problem areas and help develop standard operating procedures and methods. Mastery of contracting methods and contract types which require specialized knowledge of Federal contract administration policy, procedures, techniques, and evaluation/control methods sufficient to coordinate and monitor prime and subcontractor performance on complex, long-term contracts. Knowledge of contracting and oversight management processes to oversee and monitor supplies, equipment, services, and/or construction requirements. Knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate such actions. Knowledge of contracts and pre-and post-award contracting policies and procedures to plan, execute, and administer contracts and contract modifications. Knowledge of program and technical strategies and requirements to evaluate capabilities and performance and to provide technical advice to MCC program offices and staff. Skill in the use of negotiation techniques to protect the Government's interests and to ensure best value awards. Skill in written and oral communications to present analysis and findings. Ability to meet and deal with representatives of the private sector and with Government experts or managers to support the procurement of supplies, services, and equipment. Ability to analyze difficult acquisition issues and identify alternative courses of action, modify standard contracting procedures and terms to solve a variety of contractual problems and effect streamlined acquisitions. Ability to expect uncertainties and to research and apply changes in the contracting principles, laws, statues, Executive Orders, regulations, and procedures applicable to pre-award and/or post-award actions. Ability to accomplish work with modest level of independence while balancing competing priorities with short lead times. Required Skills: Required upon MCC's demand for FA management: Knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards. Required upon MCC's demand for FA management: Knowledge of grants/assistance management processes and techniques consistent with sound business and industry practices. Required upon MCC's demand for FA management: Knowledge of financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements. Qualifications and Skills Eight (8) years of military and/or civilian federal contracting experience. Experience conducting both pre-award and post-award actions. Cradle-to-grave experience with federal contracting. Experience using the Federal Procurement Data System (FPDS) to record contract actions. Experience using the System for Award Management (SAM) to verify a potential vendor’s business size and related information. Advanced skills in the Microsoft Office Suite, particularly MS Word and Excel. Minimum Education/Training/Certifications Required: Bachelor’s Degree or equivalent experience in federal contracting. Advance skills in the Microsoft Office Suite, particularly MS Word and Excel. Desired Qualifications: Master’s Degree in Business (MBA) or Certified Federal Contracts Manager (CFCM) certification. Defense Acquisition Workforce Initiative Act (DAWIA) Contracting Level II - or - Federal Acquisition Certification in Contracting (FAC-C) Level II Contracting. Experience with the Unified Financial Management System (UFMS) contract writing system.
